8PFE/2021

Project title: "Strengthening scientific performance and stimulating technology transfer of IBNA research results"

Project code: 8PFE/2021

 Funder:  Ministry of Research, Innovation and Digitization, Program 1 - Development of the national research and development system, Subprogram 1.2 - Institutional performance Projects to finance excellence in RDI

Period of Time: 2022-2024

Objectives:

- Integration of thematic research priorities at the level of EU programs (especially those similar to those of PNCDI-III) and those resulting from the needs of the livestock sector in Romania in the proposals of research projects and contracts;

- Development of new research directions in accordance with the new national and European research programs;

- Increasing the number of national and international projects (proposals / contracts) as coordinator or partner;

- Strengthen IBNA's position in South East Europe as a reliable partner in zootechnical research by increasing the number of consortia in which IBNA is involved as a partner or coordinator;

- Increase by at least 50% of the main scientific indicators (ISI articles - Q1, Q2, BDI articles, scientific communications, etc.);

- Increasing the number of patentable results (national / international)- Strengthen the journal Archiva Zootechnica (increase the editorial board by involving well-known researchers, increase coverage, etc.) and register for ISI listing;

- Increasing IBNA's research capacity in terms of human resources, infrastructure, research budget, etc .;

- Increasing the number of researchers involved in editorial teams of specialized journals;

- Intense participation in the elaboration of research agendas at national / international level within consultative bodies, agencies, associations, etc. (eg SCAR / Bioeconomy WG, ATF, KBBE / EFSA etc.);

- Participation in the construction of future research programs (FP9, national programs);

- Increasing the number of results (products, services, technologies, etc.) transferable to the private sector.

Project structure:

The project will take place in 5 stages, 14 activities and 23 sub-activities that will take place in the period 2022-2024.

The project aims to implement two systems to stimulate scientific excellence and technology transfer as follows:

(i) a digitized system for monitoring and evaluating the scientific quality of the research activity, based on performance indicators imposed by MCID (I.1) to enable the inventory and creation of a database with the results of recent research of the institute;

(ii) a digitized system for monitoring and evaluating the quality of technology transfer enabling the inventory and creation of a database with application results that can be capitalized on by transfer to beneficiaries;

(iii) a digitized system to reduce the administrative burden. Online platforms that can be used to monitor and evaluate research results will be identified and working procedures for operating in systems will be created.

 In Stage II (year 1 of the project - 2022) the project aims to increase the scientific quality by developing rules and criteria for improving IBNA research. Increased attention will be paid to obtaining and accumulating complex results and capitalizing on them in scientific papers that can be published in peer-reviewed journals in the red (Q1) and yellow (Q2) areas with an impact factor and influence score higher than at present. In order to improve the technology transfer, there will be an increase in both the volume of results with potential application that can be patented and those that can be transferred. For the active technology transfer, technology transfer agreements will be concluded and professional events (courses, fairs, stands), on-farm demonstrations, direct dissemination circuits in relevant counties will be organized. On the occasion of these actions, feedback will be collected from farmers, which will serve to adapt the research topic to the needs of the livestock sector / society. At this stage, professional training activities are provided aimed at increasing the potential of research materialized in participations made by researchers from the institute in specialized courses given by guest lecturers. In parallel with this activity, the aim will be to increase the degree of information / knowledge in the field of animal nutrition of the beneficiaries of IBNA results.

In Stages III and IV (year 2 of the project - 2023) will be implemented, validated and capitalized digital systems to stimulate scientific excellence and technology transfer and create databases with the results of monitoring and evaluation of scientific quality and technology transfer. Also in these stages, the actions of disseminating the research results by publishing scientific articles, participating in national and international scientific events but also in the non-academic environment through popularization articles will continue. In parallel, the transfer of results with potential application will be made through actions specific to passive technology transfer (popularization articles in professional media communications, interviews, newsletters, web pages with technical content) and active (concluding and implementing technology transfer agreements, organizing professional events (courses, fairs, stands), on-farm demonstrations, direct dissemination circuits in relevant counties).

The project will end with follow-up actions in order to maintain the scientific quality and technology transfer (Stage V, year 3 of the project - 2024) and will allow the wide dissemination of the results of the project and the technology transfer made in the project and the elaboration of the final report.
